At $39k it was a no brainer to take the risk. At $65k.....maybe. Why no ppi? Someone i know went to have a look at the car and from memory said that it wasn't worth the money. Another example is the 68S cars (never made it to the US market), and the <8 Australian 68L models that are priced higher than most early 911 when they very rarely change hands.
