I think most of us live in cities where "opportunistic traffic" is rife! When I bought my little Fiat 1100D last October , the owner told me his father's method for discouraging theft. He whittles a piece of wood to fit perfectly in the master cylinder , such that it blocked the outlet. The general feeling is that the thief would have no brakes.
