Will they fit - most likely yes, although the offset is wrong for a 928. The fronts will push out 10mm from standard, this could have the affect of tramlining.... or it may not be noticeable?
The topic of putting different offsets on a 928 is a touchy one, lots of arguments of what will and wont work....

The rears will push outwards 35mm, will this fit inside the guards, not sure? Also depends on what size tyres you run?

Not a fan of 911 wheels on a 928, but that's just my personal taste :)

Grab something like this and study away https://www.1010tires.com/Tools/Wheel-Offset-Calculator#

Standard offsets for a 928 can be found here http://www.alloywheelsdirect.net/porsche_alloy_wheels/928_928s_alloys

Did you ever resolve your fuel tank issue?
