It stems from rebirthing and shonky pink / blueslips, putting unsafe cars back on the road ... the consensus is that if an insurance company deems it too expensive to repair "properly" then it should be scrapped. I think there is a clause within some states that if the owner keeps the car and repairs it, that this can prevent it from being on the register...
