The best method in my book is with a 'renovator' tool (you know the oscillating blade type thing) with a flat, flexible scraping blade on it. I used it on my fuel tank and it worked a treat. I went through and finished it up with a wire wheel on the grinder when I was done. Have a look at my 'Fuel Tank' video, you can see a bit of trial and error there. As for the sealer.
