Yeah I saw they were available a while ago, but having come from a state (QLD) where you buy and own the plate in perpetuity - the $500 a year on top of the purchase price is just taking the piss! Agree. There's not much in Vic that's affordable any longer. We get ripped every way. But Number plates seem to be the last bastion... we still have ability to purchase and own indefinitely without annual cost.
